	A new lane-changing model with explicit choice of target-lane is proposed in the presentation. The target lane-changing model is particularly applicable in presence of unlimited-access exclusive lanes (e.g HOV lanes) and other situations where there exist large differences in LOS among lanes. The parameters of the model are estimated with vehicle trajectory data and validated using the microscopic traffic simulator MITSIMLab. Both goodness-of-fit statistics and validation results indicate significant improvement over the state-of-the-art lane-changing models.
