Matthew C. Blume, P.E., PTOE

Matt is an engineer with the Town of Farmington.  He graduated with a B.S. in Civil Engineering from the University of Hartford in 1998, and has obtained a M.S. in Civil Engineering from the University of Massachusetts at Amherst.  Matt’s recent project experience includes: roadway and traffic signal design; traffic operations and safety studies; parking studies; and traffic calming studies and design.

Joseph A. Hallisey, P.E.

Joe is a Senior Civil Engineer with Parsons Brinckerhoff in Glastonbury, Connecticut.  He has a Bachelors degree in Civil Engineering from The Catholic University of America and is a registered Professional Engineer in the State of Connecticut.  Joe is a Connecticut Chapter ITE member and a member of ASCE.  Prior to joining PB, Joe worked as a civil engineer for the City of New Britain and Hallisey, Pearson and Cassidy in Wethersfield.  Since joining PB in 1999 he has worked as a traffic engineer on numerous state and private projects including the I-95 Reconstruction over West River, Church Street South Extension, Access Modification Studies and Intelligent Management Systems for the I-95 Corridor Improvement Program, as well as Stop & Shop Supermarkets, Fairfield Metro Center and Blue Back Square.  Joe has been an active Connecticut ITE member since 2000.

Mark G. Vertucci, P.E.

Mark is a Project Manager with Fuss & O’Neill Consulting Engineers in Manchester, Connecticut.  An active ITE member since 1998, Mark has worked on a broad spectrum of public and private sector transportation projects during his professional career including traffic impact studies, parking studies, corridor studies, traffic signal design, traffic management plans, and implementation of intelligent transportation systems.  Some of Mark’s recent experience in Connecticut include design and construction services for the Hartford Area Incident Management System, design of the traffic management plan and master planning traffic services for the Rentschler Field development, signal design for new closed loop traffic signal systems on State Routes 4 and 44, and preparation of a downtown parking study for the City of Meriden.  His education includes a BSCE from Rensselaer Polytechnic Institute in Troy, NY.  Mark is also a member of ASCE and ITS Connecticut, and is a registered Professional Engineer in the State of Connecticut.
